PENNFIELD CHARTER TOWNSHIP

REGULAR MEETING MINUTES

JANUARY 12, 2010

Supervisor Behnke called the meeting to order at 6:30 pm at the Pennfield Middle School

cafeteria. Present were Supervisor Behnke, Clerk Case, Treasurer Phillips and Trustees

Bartlett, Beard, Bordine-Houseman and Ensign. There were four residents present.

Supervisor Behnke led the Pledge of Allegiance.

CITIZEN/PUBLIC COMMENTS (AGENDA ITEMS ONLY)

None

ADDITIONS/DELETIONS TO AGENDA

There were no additions or deletions to the agenda. It was moved by Trustee Bordine-Houseman

and supported by Trustee Beard to accept the agenda as presented. Motion carried.

CONSENT AGENDA

It was moved by Trustee Bordine-Houseman and supported by Trustee Beard to approve the

Consent Agenda. Motion carried. The Consent Agenda consists of the following items:

1) Meeting Minutes of December 8, 2009

2) Utilities Division Monthly Report (see Addendum A)

3) Code Compliance Monthly Report (see Addendum A)

4) Permits Department Monthly Report (see Addendum A)

5) Assessors Department Monthly Report (see Addendum A)

6) Re-appointment of Lindsay Draime to the Zoning Board of

Appeals (Alternate Board Member with term expiring on

12/31/2010)

7) Appointment of John Darlington to the Zoning Board of

Appeals (Regular Board Member with term expiring on

12/31/2012)


DEPARTMENT REPORTS

POLICE: Lt. Eddy from the Calhoun County Sheriffs Department gave the police report for the month of December, 2009. The stats are as follows: 82 traffic citations, 99 verbal warnings, 50

traffic crashes, 69 arrests, 35 self general complaints, 243 dispatched complaints and 1091 property inspections.

FIRE: Chief Smith gave the fire report for the month of December, 2009. The stats are as

follows: There were 84 calls: 5 fire, 66 rescue & emergency, 5 hazardous condition (no fire),

4 service calls, 4 good intent calls.

UNFINISHED BUSINESS

None

NEW BUSINESS

1. It was moved by Trustee Bordine-Houseman and supported by Trustee Beard to approve

authorizing the Township Treasurer to negotiate agreements with the following entities for

Summer Tax collection purposes for Pennfield Schools, Harper Creek Schools, Battle Creek

Schools, Calhoun County Intermediate School District & Kellogg Community College.

Motion carried.

2. It was moved by Trustee Bordine-Houseman and supported by Trustee Beard to approve of

hiring Timothy Waterson as a Pennfield Township paid of call firefighter. Motion carried.

TREASURER’S REPORT

December, 2009 report shows the following balances on hand:

General Fund $ 774,305.30

Paving $ 571.86

Metro Act – Maint. $ 6,914.72

Parks $ 12,988.45

Public Safety $ .54

Sewer $ 908,026.53

Water $ 608,011.88

Trust & Agency $ 5,700.00

Tax collections $1,717,251.13

TOTALS: $4,033.770.41

It was moved by Trustee Bordine-Houseman and supported by Trustee Beard to receive and place on file the Treasurer’s report. Motion carried.

PAYMENT OF BILLS

It was moved by Trustee Bordine-Houseman and supported by Trustee Beard to approve the

payment of the monthly bills in the amount of $152,420.44 (see Addendum). Motion carried.

CITIZEN/PUBLIC COMMENT

Three residents spoke: 1) Expressed concerned about the increase of semi-trucks on White Rabbit Road and would like a sign posted stating “No thru Trucks” and commented on the removal of trees on North Avenue and lastly to replace the street sign on North Avenue and White Rabbit Road.

2) Questioned why the Township is not having a full synopsis of Board Meeting minutes posted in the Battle Creek Shopper. 3) Asked about the progress of the cell tower on White Rabbit Road.

TOWNSHIP BOARD COMMENTS

Trustee Ensign inquired about the conflicting reports to the maintenance of the water tower and when the date would be set for the Budget Workshop.

ANNOUNCEMENTS MADE BY THE CHAIRPERSON

Supervisor Behnke made the following announcements: The next Township Board Meeting is scheduled for February 9, 2010. The next recycling weekend is January 23rd and 24th. The Budget Workshop will be scheduled soon. It was moved by Trustee Bordine-Houseman and supported by Trustee Beard to adjourn the meeting at 7:05 pm. Motion carried.

ADDENDUM A – DEPARTMENT REPORTS

UTILITIES

There were 1, 200 meter reads for the month of December, 2009. The stats for the month are as follows: 8 corrective work orders (repair/install meters, radio read boxes, repair wires) and 16

Miss Digs. The monthly bacterial samples came back negative.

ASSESSOR ZONING

The following was accomplished for the month of December, 2009: All Homestead and Property

Transfer Affidavits are current. 12 transfers of property were processed for the month: two were

market sales, seven were new foreclosures and three were foreclosure resales. Inspections of new construction for 2010 assessments were conducted. Miscellaneous phone & in person inquiries were made about assessments and splits. Research was done on description questions. A foreclosure report was prepared for all of 2009.
