CHARTER TOWNSHIP OF PENNFIELD

REGULAR MEETING MINUTES

September 09, 2008

7:00 P.M.

Supervisor Behnke called the Regular Board Meeting to order at 7:00 p.m. at the Pennfield Middle School Cafeteria. Present were Supervisor Behnke, Clerk Bammer, Treasurer Phillips, Trustees Bartlett, Bordine-Houseman, Ensign and Newman. There were 18 citizens present. Supervisor Behnke asked for a moment of silence in remembrance of 9-11-01 and for Pfc Bryan Thomas who was killed in Iraq last week by a road side bomb. Supervisor Behnke led the Pledge of Allegiance.

PUBLIC COMMENT/PETITIONS/PRESENTATIONS:

Supervisor Behnke presented Dupree Nunnally with an “Outstanding Citizens Award” in recognition of his heroic actions on August 29, 2008.

Supervisor Behnke introduced Mr. Joe Walls, Principal, Siegfried/Crandall PC to give an overview of the Township Financial Audit for fiscal year 2007-2008.

It was moved and seconded by (Phillips/Bartlett) to accept and place on file the annual audit by Siegfried Crandall for the fiscal year ending March 31, 2008. Motion carried.

Supervisor Behnke opened the floor for public comment. The following comments were made:

1) Paper Drive Sept. 13th at Violet Hinton’s Law Office from 8am to 1pm.

2)Neighborhood Watch Meeting will be October 16th at 7pm at the Grace Community Church.

3) James “Jase” Bolger introduced himself as a Candidate for the State Representative for the 63rd District.

4) Jonna Siano introduced herself as a Candidate for the Calhoun County Clerk.

ADDITIONS/DELETIONS TO THE AGENDA:

It was moved and seconded by (Phillips/Bartlett) to accept the agenda as presented. The motion carried.

CONSENT AGENDA

It was moved and seconded by (Phillips/Bartlett) to approve the Consent Agenda consisting of the following items:

1) Regular Board Meeting Minutes of August 12, 2008

2) Receive and place on file the following Monthly Reports. (See addendum A)

(a) Utilities Division

(b) Assessor

(c) Code Compliance

(d) Permits Department

3) Approval of the Pennfield Township Holiday schedule for 2009.

DEPARTMENT REPORTS:

POLICE:

Deputy Bennett gave the monthly report for August 2008. The stats for the month of August are as follows: there were 292 calls for service, 146 Traffic Citations, 99 Verbal warnings, 14 Traffic crashes, 81 Arrests, 44 Self-generated complaints, 292 Dispatched complaints, 606 Property inspections.

 

FIRE:

The stats for the month of August 2008 are as follows: there were 96 fire runs for the month; Fires 5, Rescue & EMS 65, Hazardous Conditions (No fire) 6, Service calls 12, Good Intent calls 5, False Alarm & False Calls 3.

Training:

There were two drills for the month.

 

PENNFIELDCHARTER TOWNSHIPRESOLUTION #08-40

(A resolution authorizing the Township Supervisor to enter into

an agreement with United Healthcare for group health, prescription,

dental, vision and life insurance coverage for Township Employees.)

WHEREAS, the Pennfield Township Board wishes to decrease current monthly premiums paid for group health, prescription, dental and vision coverage, and

WHEREAS, the current vendor is not meeting the expectations of Pennfield Township for these services, so

THEREFORE BE IT RESOLVED, that Pennfield Township Board authorizes the Township Supervisor to enter into an agreement with United Healthcare for group health ($1,000.00/$3,000.00 deductible coverage), prescription (Medco three tier service of $10/$35/$60), dental (plan P2379), vision (plan #4 with Spectra 12/12/24 coverage) and life insurance coverage for Township employees at a lower monthly cost, and

STILL FURTHER BE IT RESOLVED, that these plans shall become effective on November 1, 2008 thus potentially saving Pennfield Township over $17,000.00 annually over our current provider.

PENNFIELDCHARTER TOWNSHIPRESOLUTION #08-41

(A resolution creating and funding a Health Reimbursement

Arrangement for those Township employees enrolled in the

Pennfield Township sponsored group health plan.)

BE IT RESOLVED, that Pennfield Township Board hereby agrees to create and fund a Health Reimbursement Arrangement (HRA), to be managed by United Healthcare at no additional cost to Pennfield Township, for those Township employees who enroll in the United Healthcare plans under the following understanding:

1) Employees with SINGLE coverage and a $1,000.00 deductible would receive up to $750.00 from United Healthcare once they have satisfied the first $250.00 of their deductible.

2) Employees with EMPLOYEE/SPOUSE coverage and a $3,000.00 deductible would receive up to $2,250.00 from United Healthcare once they have satisfied the first $750.00 of their deductible.

3) Employees with FAMILY coverage and a $3,000.00 deductible would receive up to $2,250.00 from United Healthcare once they have satisfied the first $750.00 of their deductible, and

FURTHER BE IT RESOLVED, that this Resolution will become effective November 1, 2008 only if the current health, prescription, dental and vision plan is changed from MERS to United Healthcare and contingent upon the Fire Department union and the Utilities Division union agreeing to a change in the amount of monies Pennfield Township currently contributes on a monthly basis towards their health insurance premium.

PENNFIELDCHARTER TOWNSHIPRESOLUTION #08-42

(A resolution requesting that a speed limit study be conducted by

the Michigan Department of Transportation along Capital Avenue,

NE between Morgan Road and St. Mary’s Lake Road)

WHEREAS, the traffic on Capital Avenue, NE from Morgan Road to St. Mary’s Lake Road has steadily increased over the past five (5) years due to development and growth within Pennfield Township and will continue to increase as more development and growth occurs, and

WHEREAS, the current and future development will increase the number of access points to the state trunk line resulting in increased traffic congestion along with increased traffic turning along the corridor, and

WHEREAS, it is becoming increasingly difficult for residents to negotiate left hand turns, or move into and out of the flow of traffic safely due to the increased volume of traffic, so

THEREFORE BE IT RESOLVED, that Pennfield Township Board formally requests that the Michigan Department of Transportation (MDOT) conduct a speed study on Capital Avenue, NE from Morgan Road to St. Mary’s Lake Road with the understanding that MDOT, in conjunction with the Michigan State Police, will use engineering data gathered in the speed study to make a decision which could raise the speed limit, lower the speed limit or keep the speed limit as is, and that Pennfield Township shall abide by the decision made by MDOT and the Michigan State Police.

PENNFIELD CHARTER TOWNSHIP RESOLUTION 08-43

(A resolution granting the Pennfield Township Executive Committee permission to award a contract/agreement to a qualified contractor for sidewalk repair work along Montford Street, Park Street and Edgemont Street in an amount not to exceed $9,000.00)

WHEREAS, there is a current need for sidewalk repairs in the CONVIS addition of Pennfield Township, and

WHEREAS, the Pennfield Township Board recognizes this need, so

THEREFORE BE IT RESOLVED, that Pennfield Township Board hereby grants permission to the Pennfield Township Executive Committee (Clerk Bammer, Supervisor Behnke and Treasurer Phillips) to award a contract/agreement to a qualified contractor for sidewalk repair work along Montford Street, Park Street and Edgemont Street in an amount not to exceed $9,000.00, and

FURTHER BE IT RESOLVED, that the monies used for this work shall come from the Pennfield Township Metro Act Fund (not the Pennfield Township General Fund) which currently supports a fund balance of $11,278.15.

It was moved and seconded by (Bartlett/Bammer) to receive and place on file the Treasurer's Report. Motion carried.

 

It was moved and seconded by (Phillips/Bartlett) to pay the monthly bills in the amount of $147,460.67. Motion carried. (See addendum B)

PUBLIC COMMENT:

There were no comments from the residents.

 

TRUSTEE’S PERSONAL PRIVILEGE:

1) Water Department will be flushing water mains September 29th – October 4, 2008.

2) Taxes are due September 14, 2008; however there will be no penalty until after Sept. 15th.

3) October is Fire Prevention Month. Fire Prevention Open House for the Fire Departments will be held on Wednesday, October 15, 2008, 6 p.m. at Cornwell Turkey Farm.

4) News for upcoming elections:

a) Voters will now have to show pictured ID.

b) Last Day to register for the November 4th election is October 6th.

REQUESTS/DISCUSSIONS/ANNOUNCEMENTS BY THE CHAIR:

The recycling is going well; the next dates will be September 27th and 28th.

The next regularly scheduled meeting will be held on October 14, 2008.
