PUBLIC HEARING MINUTES and
REGULARMEETING MINUTES
August 12, 2008
7:00 P.M.
Supervisor Behnke called the Regular Board Meeting to order at 7:00 p.m. at the Pennfield Middle School Cafeteria. Present were Supervisor Behnke, Clerk Bammer, Treasurer Phillips, Trustees Bartlett, Bordine-Houseman, Ensign and Newman. There were 10 citizens present. Supervisor Behnke gave the prayer and led the Pledge of Allegiance.
Supervisor Behnke called the Public Hearing to order at 7:03 pm to hear public comment on Ordinance #104F-08-08 –Amending certain sections of Appendix B of the Zoning Ordinance and Pennfield Township Ordinance #111A-08-08 –Anti Noise Regulation.
The first Ordinance #104F-08-08 - to amend certain sections of Appendix B of the Code of Ordinances with respect to zoning. Supervisor Behnke asked if there were any questions or concerns. After several questions were answered, this portion of the public hearing was closed.
The second Ordinance #111A-08-08 - to amend the Anti Noise Regulation. Supervisor Behnke asked if there were any questions or concerns. Hearing none, he closed the public hearing at 7:10 pm. and continued the Regular Board Meeting.
PUBLIC COMMENT/PETITIONS/PRESENTATIONS:
There were no comments.
ADDITIONS/DELETIONS TO THE AGENDA:
It was moved and seconded by (Bordine-Houseman/Ensign) to add item 12 (e) a speed study for McAllister Road between Bellevue Rd. and Emmett St. Motion carried.
CONSENT AGENDA
It was moved and seconded by (Bordine-Houseman/Ensign) to approve the Consent Agenda consisting of the following items:
1) Regular Board Meeting Minutes of July 8, 2008.
2) Special Board Meeting Minutes of July 24, 2008.
3) Receive and place on file the following Monthly Reports. (See addendum A)
(a) Utilities Division
(b) Assessor
(c) Code Compliance
(d) Permits Department
4) Approve the request from Battle Creek Exchange to solicit funds in Pennfield Township on September 5, 2008 (Dental Fund Drive).

DEPARTMENT REPORTS:
POLICE:
Lt. Steve Eddy gave the monthly report for July 2008. The stats for the month of July are as follows: there were 299 calls for service, 83 traffic citations, 67 verbal warnings, 22 traffic crashes, 101 arrests, 55 self generated complaints, 299 dispatched complaints, 476 property inspections.
FIRE:
Chief Smith gave the fire report. The stats for the month of July are as follows: there were 113 Incidents for the month; 4 Fires, 74 Rescue & EMS, 25 Hazardous Conditions
(No fire), 3 Service calls, 4 Good Intent calls and 3 False Alarm & False Calls.
Training:
There were two drills for the month.
It was moved and seconded by (Bordine-Houseman/Ensign) to adopt Township Ordinance No. 104F-08-08-Amending certain sections of Appendix B of the Pennfield Charter Township Code of Ordinances with respect to Zoning. Motion carried.
It was moved and seconded by (Bordine-Houseman/Ensign) to adopt Township Ordinance #111A-08-08 - to amend the Anti Noise Regulation. Motion carried.
PENNFIELD CHARTER TOWNSHIP RESOLUTION #08-39
(A resolution authorizing the purchase of an emergency rescue boat
and four survival collars in an amount not to exceed $8,500.00)
WHEREAS, the Pennfield Township Fire Department is currently without necessary equipment to respond to water and/or ice emergencies, and
WHEREAS, Pennfield Township did receive from American LaFrance a check in the amount of $12,949.73 as overpayment for delays associated with the delivery of the new aerial/pumper truck, so
THEREFORE, BE IT RESOLVED, that the Township Board for the Charter Township of Pennfield hereby authorizes the expenditure, in an amount not to exceed $8,500.00, for the purchase of an emergency rescue boat and four (4) survival collars with the understanding that the monies for these items will come from the following funding sources:
FEMA Fire Department Grant monies - $ 800.00
Baystone Account (account used for equipment added to the new aerial truck) - $2,500.00
American LaFrance refund- $5,200.00

It was moved and seconded by (Bordine-Houseman/Ensign) to approve the hiring of Justin Rose and Steve Elliott as Pennfield Township Paid on Call Firefighters pending a physical exam as well as a driving record check. Motion carried.
It was moved and seconded by (Bordine-Houseman/Ensign) to ask the Calhoun County Road Commission to do a speed study on McAllister Road between Bellevue Rd. and Emmett St. Motion carried.
TREASURER'S REPORT:
July 2008, Treasurer's report shows the following balances on hand:

It was moved and seconded by (Bordine-Houseman/Ensign) to receive and place on file the Treasurer's Report. Motion carried.
It was moved and seconded by (Bordine-Houseman/Ensign) to approve the payment of the monthly bills in the amount of $121,910.16. (See addendum B). Motion carried.
PUBLIC COMMENTS:
Four residents spoke:
The speed should be lower on 9 ½ Mile Rd. And in the Knollwood area.
The curve on McAllister Road is very dangerous.
When will the intersection of Pennfield Rd. and McAllister Rd. begin?
The Township needs long range planning.

TRUSTEES PERSONAL PRIVILEGE:
THANKS to the Voters for the renewal of the Public Safety Millage.
September 1st the Township Office will be close to observe Labor Day.
The next regularly scheduled Township Board meeting will be September 9, 2008.
It was moved and seconded by (Bordine-Houseman/Ensign), to adjourn the meeting at 8:20 p.m. Motion carried.
