                                    CHARTER TOWNSHIP OF PENNFIELD

REGULAR MEETING MINUTES

July 08, 2008

Supervisor Behnke called the meeting to order at 7:00 p.m. at the Pennfield Middle School Cafetorium. Present were Supervisor Behnke, Clerk Bammer, Treasurer Phillips and Trustees Bartlett, Bordine-Houseman, Ensign, and Newman. There were 20 citizens present. Treasurer Phillips gave the prayer and led the Pledge of Allegiance.

PUBLIC COMMENTS:

There were four citizens that spoke in regard to:

1. Illegal Fire Works 2. Tree trimming in the area is bad.

3. Neighborhood Watch 7-31-08 at 6pm in the Community Room at Grace

Community Church.

4. George Strander introduced himself as he is running for District Judge.

ADDITIONS/DELETIONS TO THE AGENDA:

It was moved and seconded by (Phillips/Bartlett) to approve the agenda as presented. Motion carried.

 

CONSENT AGENDA:

It was moved and seconded by (Phillips/Bartlett) to approve the Consent Agenda consisting of the following items:

1) Regular Board Meeting Minutes of June 10, 2008.

2) Received and placed on file the following Monthly Reports: (See addendum A)

(a) Utilities Division

(b) Assessor

(c) Code Compliance

(d) Permits Department

Motion carried.

 

DEPARTMENT REPORTS:

POLICE:

Lt. Eddy gave the monthly report for June 2008. The stats for the month of May are as follows: there were 274 calls for service, 74 Traffic Citations, 60 Verbal warnings, 15 Traffic crashes, 63 Arrests, 68 Self-generated complaints, 247 Dispatched complaints, 351 Property inspections.

FIRE:

Chief Smith gave the fire report. The stats for the month of June are as follows: there were 88 total incidents for the month; 3 Fire, 56 Rescue & EMS, 4 Hazardous Conditions (no fire), 5 Service calls, 3 Good Intent calls and 3 False Alarm & False Call. There were two trainings for the month.

(A resolution approving the installation of a new streetlight in front of

74 Van Armon Street at a cost not to exceed $100.00)

BE IT RESOLVED, that the Pennfield Township Board hereby agrees to pay Consumers Energy an amount not to exceed $100.00 for the installation of a streetlight in front of 74 Van Armon Street.

PENNFIELDCHARTER TOWNSHIPRESOLUTION #08-38

(A resolution authorizing the Pennfield Charter Township

Election Commission to establish Receiving Boards for the

August 5, 2008 and November 4, 2008 Elections.)

WHEREAS, Pursuant to MCL 168.679a, the legislative body of a Township may, by

resolution, at an election at which ballots are counted and certified at a precinct,

provide that additional boards of election inspectors be appointed to

serve as Receiving Boards.

WHEREAS, The Receiving Boards consist of 2 election inspectors, from each major

political party, and their duty is to review election documents and returns

after the close of the polls.

WHEREAS, As the Charter Township of Pennfield will hold elections on August 5,

2008 and November 4, 2008, it is appropriate to appoint Receiving Boards to

examine said election results.

THEREFORE, BE IT RESOLVED, that the Township Board for the Charter Township of Pennfield authorizes the Pennfield Election Commission to appoint the necessary Receiving Boards to accommodate the township’s 3 Precincts for the elections named above.

It was moved and seconded by (Phillips/Bartlett) to approve the introduction of Pennfield Township Ordinance #104F-08-08 – an ordinance to amend certain sections of appendix B of the Pennfield Charter Township Code of ordinances with respect to Zoning. A roll call vote was taken as follows:

It was moved and seconded by (Phillips/Bartlett) to approve the introduction of Pennfield Charter Township Ordinance #111A-08-08 –an ordinance to amend the Pennfield Charter Township Code of Ordinances with regard to Anti-Noise regulation. A roll call vote was taken as follows:

It was moved and seconded by (Phillips/Bartlett) to approve the revised Pennfield Charter Township Investment Policy (a complete copy of the Investment Policy is on file in the Clerk’s and Treasurer’s Office). Motion carried.

 It was moved and seconded by (Phillips/Bartlett) to approve the Michigan Class Investment Pool as an eligible depository for Township Funds. The following is the list of eligible depositories for the Township Funds:

Bank of America Baird & Co.

Comerica Fifth Third Securities, Inc.

First of Michigan Independent Bank

Kellogg Federal Credit Union LaSalle Bank

Multi-Bank Securities Inc. National City Bank

Southern Michigan Bank & Trust MichiganClass Investment Pool, Administered by MBIA Asset Management

Motion carried.

It was moved and seconded by (Phillips/Bartlett) authorize the Pennfield Charter Township Treasurer to establish and accept ACH payments for the monthly water and/or sewer bills (at no additional cost to Pennfield Township or to the property owners within Pennfield Township). Motion carried.

Meeting Minutes 6-08-08

It was moved and seconded by (Phillips/Bartlett) to authorize the Pennfield Township Treasurer to enter into an agreement with Official Payments for the credit card and e-check payments for monthly water and/or sewer bills as well as property taxes (at no additional cost to Pennfield Township and at a cost of 3% of the entire bill for property owners if paid with credit card and a $3.00 charge per transaction for amounts due that $10,000.00 or less and a $15.00 charge per transaction for amounts due that are over $10,00.00 if paid with e-check). Motion carried.

It was moved and seconded by (Phillips/Bartlett) to approve the addition of the sewer and/or water bill transactions and Official Payments transactions to the current list of Pennfield Township approved ACH Electronic Transactions. The following is a complete list of ACH Electronics:

 TREASURER'S REPORT:

Treasurer’s report shows the following balances on hand for June 30, 2008:

Sewer $ 896,231.67

Water $ 492,016.68

Trust & Agency $ 7,524.28

Tax Collection $ 988.16

It was moved and seconded by (Bartlett/Bammer) to receive and place on file the Treasurer's Report. Motion carried.

It was moved and seconded by (Phillips/Bartlett) to approve the payment of the monthly bills in the amount of $281,237.17. Motion carried. (See addendum B).

PUBLIC COMMENT:

There were five citizens that spoke in regard to:

1. Holding Pond at Capital 94 is a serious problem.

2. This is the time of year to watch out for unlicensed peddlers.

3. Neighborhood Watch 7-31-08 at 6pm in the Community Room at Grace

Community Church.

4. Jill Booth introduced herself as she is running for District Judge.

5. Re-cycling program, who will be in charge of it?

 

TRUSTEES PERSONAL PRIVILEGE:

At the next Planning Commission meeting there will be two public hearings: 1) fences and 2) accessory buildings.

Remember to Vote Tuesday, August 5, 2008.

ACH applications are available in the Treasurer’s Office.

The next regularly scheduled meeting will be held on August 12, 2008, at 7:00 pm.
