CHARTER TOWNSHIP OF PENNFIELD
REGULAR MEETING MINUTES
June 10, 2008
Supervisor Behnke called the meeting to order at 7:00 p.m. at the Pennfield Middle School Cafetorium. Present were Supervisor Behnke, Clerk Bammer, Treasurer Phillips and Trustees Bartlett, Bordine-Houseman, Ensign, and Newman. There were 15 citizens present. Supervisor Behnke ask for a moment of silence and led the Pledge of Allegiance.
PROCLAMATIONS/PRESENTATIONS:
“ELDER ABUSE AWARENESS DAY”
WHEREAS, Michigan’s older citizens laid the foundation for the communities, the State and the Nation we enjoy today; and
WHEREAS, abuse of older persons is a tragedy inflicted on a vulnerable segment of the population that crosses all socio-economic boundaries; and
WHEREAS, combating abuse of older people will help to improve the quality of life for seniors across Michigan, and will allow senior citizens to continue to live as independently and vibrantly as possible; and
WHEREAS, Michigan’s seniors should be treated with respect and dignity as they continue to serve as leaders, mentors, volunteers, and important and active members of our communities; and
THEREFORE, I, Supervisor Rob Behnke, do hereby proclaim June 15, 2008 in the Charter Township of Pennfield as
ELDER ABUSE AWARENESS DAY
IN WITNESS WHEREOF, I, Rob Behnke, Supervisor of the Charter Township of Pennfield, have hereunto set by hand and affixed the Seal of the Charter Township of Pennfield, Michigan, this 10th day of June 2008.

ADDITIONS/DELETIONS TO THE AGENDA:
It was moved and seconded by (Bordine-Houseman/Newman) to approve the agenda as presented. Motion carried.
CONSENT AGENDA:
It was moved and seconded by (Bordine-Houseman/Newman) to approve the Consent Agenda consisting of the following items:
1) Regular Board Meeting Minutes of May 13, 2008.
2) Received and placed on file the following Monthly Reports: (See addendum A)
(a) Utilities Division

(c) Code Compliance
(d) Permits Department
3) Accepted the letter of resignation from POC FF Chad Hughes.
DEPARTMENT REPORTS:
POLICE:
Lt. Eddy gave the monthly report for May 2008. The stats for the month of May are as follows: there were 296 calls for service, 181 Traffic Citations, 47 Verbal warnings, 18 Traffic crashes, 108 Arrests, 81 Self-generated complaints, 296 Dispatched complaints, 555 Property inspections.
FIRE:
Chief Smith gave the fire report. The stats for the month of May are as follows: there were 65 fire runs for the month; 5 Fire, 39 Rescue & EMS, 6 Hazardous Conditions (no fire), 12 Service calls, 3 Good Intent calls and 1 False Alarm & False Call.
Training:
There were two drills for the month.
Apparatus:
The 75’ Aerial Ladder Truck is here and soon to be in service.
PENNFIELD CHARTER TOWNSHIP RESOLUTION #08-35
(A resolution approving the creation of a Pennfield Township sponsored monthly recycling program for the residents of Pennfield Township at a cost of $150.00 per month.)
WHEREAS, The Pennfield Township Board recognizes the need for a monthly re-
cycling program for our Township residents, and
WHEREAS, this program would begin on July 26, 2008 and be held on the fourth
Saturday and Sunday of each month from 9:00am to 4:00pm, and
WHEREAS, Pennfield Schools has given its permission for the use of the east
Middle School parking lot at no cost to Pennfield Township, so
BE IT RESOLVED, that the Pennfield Township Board hereby directs the Township
Supervisor to enter into an agreement with Waste Management for a monthly
re-cycling program at a cost of $150.00 per month, and
FURTHER BE IT RESOLVED, that this monthly re-cycling program will accept the following items:
1) Newspapers
2) Metal Cans
3) Glass
4) Plastics
5) Cardboard

PENNFIELD CHARTER TOWNSHIP RESOLUTION #08-36
(A resolution that the Pennfield Township Planning Commission considers a proposed change to the front yard gate/fencing requirements associated with the Pennfield Township Zoning Ordinance)
BE IT RESOLVED, that the Pennfield Township Board herby requests that the Pennfield Township Planning Commission at its July 7, 2008 Board Meeting consider the following proposed amendment to Section 3.15.B to add a new last sentence which would read:
“Security gates or fencing may be permitted in the front yard of up to five (5) feet in height provided they are setback no less than 30 feet from the road right of way, are located on parcels of two (2) acres or more, and comply with all other requirements within this section of the zoning ordinance”.

It was moved and seconded by (Bordine-Houseman/Newman) that the Township Board grant approval to the request from June Eberhard, 11545 Calender Rd. to place a temporary mobile home on her property to care for her daughter, for a period of one (1) year effective June 11, 2008. This is permitted under the Pennfield Township Zoning Ordinance Section 3.17(5), and all requirements have been met. Motion carried.
TREASURER'S REPORT:
Treasurer’s report shows the following balances on hand for May 31, 2008:

It was moved and seconded by (Bordine-Houseman/Newman) to receive and place on file the Treasurer's Report. Motion carried.
It was moved and seconded by (Bordine-Houseman/Newman) to approve the payment of the monthly bills in the amount of $127,364.46. Motion carried. (See addendum A).
PUBLIC COMMENT:
There were no comments from the public.
TRUSTEES PERSONAL PRIVILEGE:
Taxes will be going out July 1, 2008.
REQUESTS/DISCUSSIONS/ANNOUNCEMENTS BY THE CHAIR:
The Township Office will be closed on Thursday and Friday, July 3rd and 4th.
The next regularly scheduled meeting will be held on July 08, 2008, at 7:00 pm.
