CHARTER TOWNSHIP OF PENNFIELD PUBLIC HEARING MINUTES and REGULAR MEETING MINUTES August 14, 2007
Supervisor Behnke called the Public Hearing to order at 6:30 pm to hear public comment on a special assessment for the paving of Daugherty Rd. Supervisor Behnke gave a brief overview of the procedures that will be taken for this special assessment. There were no residents present and the public hearing was adjourned at 6:35 pm.
Supervisor Behnke called the Regular Board Meeting to order at 7:00 p.m. at the Pennfield Township Huntington Hall. Present were Supervisor Behnke, Clerk Bammer, Treasurer Phillips, Trustees Bartlett, Bordine-Houseman, Ensign and Newman. There were 10 citizens present. Supervisor Behnke gave the prayer and led the Pledge of Allegiance.

PUBLIC COMMENT/PETITIONS/PRESENTATIONS:
Supervisor Behnke opened the floor for public comment and two residents spoke:
After the Road Commission finished the Chip and Seal between Bellevue Road and Jessup Road there is a section that did not receive anything. Thanks to the Code Enforcement Officer for the quick response on the corner of Morgan and North Ave., also had other concerns about blight in Commercial areas, let’s keep our community looking good.
ADDITIONS/DELETIONS TO THE AGENDA:
It was moved and seconded by (Phillips/Bartlett) to accept the agenda as presented. Motion carried.
CONSENT AGENDA
It was moved and seconded by (Phillips/Bartlett) to approve the Consent Agenda consisting of the following items:
1) Regular Board Meeting Minutes of July 10, 2007 2) Receive and place on file the following Monthly Reports. (See addendum A) (a) Utilities Division (b) Assessor (c) Code Compliance (d) Permits Department 3) (e) Add Flexible Spending Account (FSA) to ACH Electronic Transactions List 4) (f) Resolution #07-45 amending the Land Division Fees (See addendum B) 5) (g) Pennfield Township Purchasing Policy (On file in the Clerk’s Office)

DEPARTMENT REPORTS:
POLICE: Deputy Brandi Edmonds gave the monthly report for July 2007. The stats for the month of July are as follows: there were 307 calls for service, 393 traffic citations, 158 verbal warnings, 9 traffic crashes, 113 arrests, 86 self generated complaints, 307 dispatched complaints, 698 property inspections. FIRE: Chief Smith gave the fire report. The stats for the month of July are as follows: there were 71 fire runs for the month; Fires 8, Rescue & EMS 46, Hazardous Conditions (No fire) 6, Service calls 4, Good Intent calls 3 and False Alarm & False Calls 4.
Training: There were two drills for the month.
PENNFIELD CHARTER TOWNSHIP RESOLUTION #07-46 (A resolution instructing the Township Supervisor to set a Special Assessment Roll for the Daugherty Road paving project)
WHEREAS, the Township Board of the Charter Township of Pennfield received a petition signed by more than (50%) of the total area of the proposed Special Assessment District, and
WHEREAS, the estimated cost of the paving as well as the Special Assessment District have been filed with the Township Clerk for public examination and that proper notice has been published within the required timeframes, and
WHEREAS, proper notification was sent to each property owner along Daugherty Road indicating the time and date of said public hearing, and
WHEREAS, the Township Board believes the project to be in the best interest of the property owners along Daugherty Road,
NOW, THEREFORE, BE IT RESOLVED that the Township Board for the Charter Township of Pennfield hereby creates Special Assessment District #01-07 for those property owners along Daugherty Road from Bellevue Road to its end, and
FURTHER BE IT RESOLVED, that the Township Board does hereby directs the Township Supervisor and the Township Assessor to create, with the assistance of the Township Treasurer, a special assessment roll with the names of the respective property owners and the total amount to be assessed against each property. When completed, the Township Supervisor shall affix his certificate stating that it was made pursuant to this Resolution.

PENNFIELD CHARTER TOWNSHIP RESOLUTION #07-47 (A resolution creating Special Assessment District #01-07 for road improvement to Daugherty Road.)
BE IT RESOLVED that the Pennfield Charter Township Board hereby expresses its intent to improve Daugherty Road from Bellevue Road to its end at an estimated cost of $10,374.29, and
FURTHER BE IT RESOLVED, that the Pennfield Charter Township Board does tentatively designate the Special Assessment District against the cost of said improvement to be assessed to District #01-07,
STILL FURTHER BE IT RESOLVED, that the Township Clerk shall provide proper notice to all property owners along Daugherty Road of a Public Hearing to be held on September 11, 2007 during the regular Township Board meeting, and that proper notice of said public hearing shall be published in accordance with necessary laws and statutes.

PENNFIELD CHARTER TOWNSHIP RESOLUTION #07-48 (A resolution approving the bid of Lakeland Asphalt for asphalt paving of Township parking lots and driveways.)
BE IT RESOLVED, that the Pennfield Charter Township Board hereby agrees to approve the bid of Lakeland Asphalt in the amount of $57,500.00 for the complete paving of Township parking lots located in the front of the Township Office, in back of the Township Office (to be expanded) and in front of the Police Department sub-station, as well as all driveways (expanded on the south side) leading into these parking areas.

It was moved and seconded by (Phillips/Bartlett) that the Township Board approve the online Property Tax/Assessment program offered through BS&A for placement on our Township website for a three (3) month trial period. Motion carried.
PUBLIC COMMENTS:
Two residents spoke: Like the Township Shirts. It is nice to see the Township progressing with a new addition to the Fire Station and New Trucks.
TRUSTEES PERSONAL PRIVILEGE:
The Fire Department has two really good projects in progress; 1) File of Life and 2) Knox-Box.
The next regularly scheduled Township Board meeting will be September 11, 2007.
ADDENDUM
UTILITIES: Over 1,200 meter reads for the month of July 2007. The stats for the month of July were as follows: 20 Miss Digs, 3 read boxes repaired, and 5 meters repaired. Water samples for the month came back OK. ASSESSOR/ZONING: No report for the month. (No Assessor) Zoning: Planning: CODE ENFORCEMENT:
Conducted 57 property inspections for blight and zoning violations. ¨ There were 15 complaints/violations for the month of June as follows: - 05 Junk. - 00 Unlicensed and or inoperable vehicles. - 00 Unsafe structure. - 06 Front yard parking/storing of vehicles & RVs. - 03 Zoning ordinance. - 08 Overgrown grass. - 00 Building without permit. - 02 Township Ordinance ¨ Issued notices for violations. PERMITS: BUILDING 03 permits (035-037) $ 545.00 ELECTRICAL 03 permits (036-038) $ 285.00 MECHANICAL 03 permits (030-032) $ 290.00 PLUMBING 03 permits (015-017) $ 390.00 ZONING 05 permits (007-011) $ 250.00 TREASURER'S REPORT: July 2007, Treasurer's report shows the following balances on hand: General Fund $1,277,123.95 Metro Act – Maint $ 17,865.57 Parks $ 12,400.39 Public Safety $ 16,751.28 Permits/Inspections $ 5,028.87 Sewer $ 870,819.51 Water $ 500,125.25 Trust & Agency $ 7,602.37 Tax Collection $ 330,711.23 Paving Assessment $ 0.00 TOTAL $3,038,428.42 It was moved and seconded by (Bartlett/Bammer) to receive and place on file the Treasurer's Report. Motion carried.
It was moved and seconded by (Phillips/Bartlett) to approve the payment of the monthly bills in the amount of $106,966.94. (See addendum C). Motion carried. It was moved and seconded by (Phillips/Bartlett) to introduce Township Ordinance No. 104E-09-07-Amending certain sections of Appendix B of the Pennfield Charter Township Code of Ordinances with respect to Zoning. Motion carried.
