CHARTER TOWNSHIP OF PENNFIELD
PUBLIC FORUM
March 27, 2007
6:00 P.M.

Supervisor Behnke called the Public Forum to order at 6:00 p.m. at the Pennfield Township Hall.   Present were Supervisor Behnke, Clerk Bammer, Treasurer Phillips and Trustees Bartlett, Bordine-Houseman, Ensign and Newman.  Also present were 13 citizens.

The purpose of the Public Forum was to inform the residents of the new Bill 480. Supervisor Behnke stated that on January 1st, 2007, PA 480 (Uniform Video Services Local Franchise Act) became effective in the State of Michigan.  This Act was vigorously opposed by both the Michigan Municipal League (MML) and the Michigan Townships Association (MTA).   The Township will have a small window of opportunity to adjust the current franchise fee with Comcast Cablevision from 3% to 5%.   The Township would like to use the additional funds for road repairs.  This year the road repair expense is coming from the general fund money.

Supervisor Behnke opened the floor for public comments.  Eight residents spoke. They felt that the repair of roads was a great idea; however, one did not feel that the franchise fees should be used for road repairs.  No one spoke against the adjustment of the franchise fee.
