April 10, 2007

Supervisor Behnke called the meeting to order at 7:00 p.m. at the Pennfield Township Huntington Hall. Present were Supervisor Behnke, Clerk Bammer, Treasurer Phillips and Trustees Bartlett, Bordine-Houseman, Ensign and Newman. Also present were 15 citizens. Supervisor Behnke gave the Prayer and Mr. John Hallacy, Calhoun County Prosecutor, led the Pledge of Allegiance.

APRIL ALCOHOL AWARENESS MONTH:

Preventing Underage Drinking is Everybody’s Business: Every Adult Can Make a Difference

WHEREAS, alcohol is a factor in the four leading causes of death among persons ages 10-24: motor-vehicle crashes, unintentional injuries, homicide and suicide; and

WHEREAS, approximately 9.7 million current drinkers in the United States are between the ages of 12 and 20; and

WHEREAS, young people begin drinking, on average, at 13.1 years of age; and

WHEREAS, young people who begin drinking before age 13 are 5 times more likely to develop alcohol dependence later in life than those who begin drinking at age 21; and

WHEREAS, alcohol abuse is linked to as many as two-thirds of all sexual assaults and date rapes of teens and college students and is a major factor in unprotected sex among youth, increasing their risk of contracting HIV or other diseases; and

  • To kick off Alcohol Awareness Month, an event to advise students of the dangers of alcohol use particularly during spring break was held at KCC on March 27.
  • Sticker Shock, a program combining retailers and community groups to publicize the legal penalties for providing alcohol to minors, will be conducted throughout April.
  • The Underage Drinking Prevention Forum will hold a meeting on April 24, 7:00 p.m. at the Calhoun County Building to recognize licensees who have not sold alcohol to minors during our 3 ½ years of compliance checks and to promote no sale to bearers of Michigan vertical licenses.
  • Local leaders and citizens throughout the county are invited to be part of the solution by volunteering to teach about the dangers of alcohol to 5th grade students throughout the county, during April and May. The Substance Abuse Council will provide training and materials for “Teach-In” presenters upon request.

Cont. Proclamation
  • The Underage Drinking Prevention Forum will provide schools in Calhoun County with letters and flyers addressed to parents to in a call to action to reduce underage drinking that may take place during spring break, prom and graduation season.
  • A media campaign will be conducted throughout the month, including information about the dangers of underage drinking during prom and graduation, as well as the community’s responsibilities to help prevent underage drinking.
  • Law Enforcement and Substance Abuse Council will hold a press conference on April 9th to increase public awareness.
  • Law Enforcement will increase patrol during prom and graduation season to reduce underage drinking.

NOW THEREFORE, the Township Board hereby proclaims that April 2007 is Alcohol Awareness Month in Pennfield Charter Township. We also call upon all citizens, parents, youth, governmental agencies, public and private institutions, businesses and workplaces, hospitals, and schools in Calhoun County to support efforts that will reduce and prevent underage drinking in our community.

Child Abuse Prevention Month

WHEREAS, the month of April 2007 has been designated as National Child Abuse Prevention Month; and

WHEREAS, approximately three million cases of child abuse are
reported each year – on average a case of child abuse is reported
every 10 seconds; and

WHEREAS, each day in the United States more than three children die as a result of child abuse in the home; and

WHEREAS, most of the children who die from child abuse are under the age of five years old.

Sexual Assault Awareness Month

WHEREAS, the month of April 2007 has been designated as National Sexual Assault Awareness Month; and

WHEREAS, only 36% of rapes and sexual assaults are reported to law enforcement; and

WHEREAS, among female victims of rape and sexual assault, 67% of the crimes were committed by intimate partners, relatives, friends or acquaintances; and

WHEREAS, one in four girls/women and one in seven boys/men will be sexually assaulted in their lifetime.

NOW, THEREFORE, BE IT RESOLVED, by the Pennfield Charter Township Board of Trustees that April 2007 is recognized as Sexual Assault Awareness Month in the Charter Township Pennfield. The Pennfield Charter Township Board of Trustees thanks and recognizes Sexual Assault Services of Calhoun County, the Calhoun County Prosecutor's Office, the Calhoun County Sheriff's Department, other Law Enforcement and Service Agencies, who, through their cooperative efforts have coordinated the events of Sexual Assault Awareness Month.

Crime Victims' Rights Week

WHEREAS, President Ronald W. Reagan first declared “National Crime Victims’ Rights Week” in 1981 to focus our Nation’s attention on the plight of crime victims; and

WHEREAS, since 1981, America has joined together annually to recognize the needs and rights of crime victims and survivors during National Crime Victims’ Rights Week; and

WHEREAS, the week of April 22-28, 2007 has been designated as National Crime Victims’ Rights Week – with the theme “Victim’s Rights: Every Victim. Every Time.”; and

WHEREAS, despite impressive accomplishments in crime victims’ rights and services, there remain many challenges to ensure that all crime victims and survivors are treated with dignity and respect, recognized as key participants within our systems of justice, and afforded services that provide help and hope to them.

NOW, THEREFORE, BE IT RESOLVED, by the Pennfield Charter Township Board of Trustees that April 22-28, 2007 is recognized as Crime Victims’ Rights Week in Charter Township of Pennfield. The Pennfield Charter Township Board of Trustees thanks and recognizes those Victims of Crime, the Calhoun County Prosecutor’s Office, the Calhoun County Sheriff’s Department and all other Law Enforcement Agencies and Service Agencies, who, through their cooperative effort in coordinating the events of Crime Victims’ Rights Week, help heighten awareness of the plight of those who are or become a victim of crime.

DEPARTMENT REPORTS:

POLICE:
Ltd. Eddy gave the monthly report for March 2007. The stats for the month are as follows: there were 282 calls for service, 171 Traffic Citations, 265 Verbal warnings, 20 Traffic crashes, 142 Arrests, 99 Self-generated complaints, 282 Dispatched complaints, 866 Property inspections.

FIRE:
There were 69 calls for the month of March 2007. The types of incidents were: 6 fire, 47 rescue & EMS, 1 Hazardous Conditions (no fire), 4 service calls and 6 good intent calls and 5 special type
 
ASSESSOR/ZONING:
All of the deeds, property transfers, property splits and Homestead Exemptions are current. The Board of Review met March 12th – 14th, 2007.
 
Zoning:
Zoning Board of did not meet.

Planning:
Planning Commission did not meet in the month of March.

CODE ENFORCEMENT:

  • Conducted 14 property inspections for blight and zoning violations.
  • There were 7 complaints/violations for the month of March as follows:

* 05 junk, trash & rubbish.

* 00 unlicensed and or inoperable vehicles.

* 00 unsafe structure.

* 01 front yard parking.

* 00 zoning or township ordinance.

* 00 overgrown grass.

* 00 building without permit.

Performed over 1,200 reads for the month of March 2006. Monthly stats: 12 Miss Digs, 7 repairs. The water samples for the month came back OK.

PENNFIELD CHARTER TOWNSHIP RESOLUTION 07-31

(A Resolution Authorize the creation of a Capital Avenue Corridor, in Sections 20 and 29 in Pennfield Charter Township, Michigan)

WHEREAS, it is the desire of the Pennfield Township Board to create a Capital Avenue Corridor from Morgan Road to the Township Office, and

THEREFORE, BE IT RESOLVED, that the Pennfield Charter Township Board hereby authorizes the Township Supervisor to sign an agreement with CEI, Inc. to develop a Capital Avenue Corridor between Morgan Road and Pennfield Township Office in an amount not to exceed $1,800.00.

PENNFIELD CHARTER TOWNSHIP RESOLUTION #07-33

(A resolution to authorize the installation of a two (2) inch groundwater monitoring well above the area that once housed our underground gasoline tank.)

WHEREAS, Keck Consulting Services, LLC was testing our current one (1) inch diameter groundwater monitoring well and discovered that there was a small amount of free product, and

WHEREAS, it is the desire of the Pennfield Township Board to be able to close this file with the MDEQ; however, with this small amount of free product MDEQ will not allow it, and

WHEREAS, with the installation of a two (2) inch diameter groundwater monitoring well to assist in delineating the thickness and extent of free product observed in a one-inch diameter well it will stand a better chance of passing the test, and

THEREFORE, BE IT RESOLVED, that the Pennfield Charter Township Board hereby authorizes the Township Supervisor to sign an agreement with Keck Consulting Services, LLC. To install a two inch diameter groundwater monitoring well in an amount not to exceed $3,000.00.

It was moved and seconded by (Newman/Bammer) to authorize Chief Smith to develop the specifications and request bids for the purchase of a new Rescue vehicle in 2007. Motion carried.

It was moved and seconded by (Newman/Bammer) to authorize the Supervisor to solicit cost proposals to conduct a water and sanitary sewer rate study. Motion carried.

It was moved and seconded by (Newman/Bammer) to allow the Township Attorney to negotiate connection fees with the commercial developers in Pennfield Charter Township. Motion carried.
