REGULAR MEETING M INUTES
APRIL 13, 2010
Supervisor Behnke called the meeting to order at 6:30 pm at the Pennfield Middle School cafeteria. Present were Supervisor Behnke, Clerk Case, Treasurer Phillips, Trustees Bartlett, Beard, Bordine-Houseman and Ensign. There were seven residents present.
Supervisor led the Pledge of Allegiance.
PRESENTATIONS/PROCLAMATIONS
Supervisor Behnke presented a representative from the Substance Abuse Council with
the following proclamation:
CERTIFICATE OF PROCLAMATION
APRIL IS ALCOHOL AWARENESS MONTH
WHEREAS, alcohol use by young people is dangerous because of risks associated with
acute impairment and threats to long-term development and well being, and
WHEREAS, it is illegal to give or allow underage youth to drink alcohol in your home, even with their parents’ permission, and
WHEREAS, anyone found guilty of providing alcohol to underage youth can face up to a $1,000.00 fine and sixty days in jail, in addition to any civil action that can be brought as a result of damages or injury related to the offense, and
WHEREAS, each year about 5,000 people who are under 21 die as a result of underage drinking. These deaths occur from motor vehicle crashes, homicides, suicides, falls, burns and drowning, and
WHEREAS, alcohol abuse is linked to as many as two-thirds of all sexual assaults and date rapes of teens and college students and is a major factor in unprotected sex among youth, increasing their risk for unplanned pregnancy and sexually transmitted infections; and
WHEREAS, youth that consume alcohol before the age of 15 are 40% more likely to develop alcohol dependence as adults. However, if consumption of alcohol can be delayed until the legal age of 21, serious alcohol-related problem can be reduced by 70%.
• Local leaders and alcohol free youth throughout the county are invited to help
prevent underage drinking by volunteering to teach 5th grade students about the
dangers of alcohol during April and May. The Substance Abuse Council will
provide training and materials for “Tech-In” presenters.
• Residents, parents, educators, business owners, community leaders and youth
are encouraged and welcomed to join the Substance Abuse Council’s Underage
Drinking Prevention Forum to meet the year-round challenge to reduce and
prevent underage drinking.
WHEREAS, the Pennfield Charter Township Board of Trustees asks residents to refuse to provide alcoholic beverages to underage youth and to take the necessary action to prevent this illegal and unhealthy practice, including reporting underage drinking by calling their local law enforcement, and
NOW THEREFORE BE IT RESOLVED, that the Pennfield Charter Township Board of Trustees not only discourages the use of alcohol by those below the legal age of consumption but also exhorts all residents of Pennfield Charter Township to refuse to provide alcoholic beverage to those underage youth, and will continue to take the necessary action to prevent this illegal and unhealthy activity. The Pennfield Charter Township Board of Trustees calls upon all citizens, parents, youth , governmental agencies, public and private institutions, businesses and workplaces, hospitals and schools in Pennfield Charter Township to support efforts that will reduce and prevent underage drinking in our community.

CONSENT AGENDA
It was moved by Trustee Beard and supported by Trustee Bordine-Houseman to approve the Consent Agenda. Motion carried. The Consent Agenda consists of the following

DEPARTMENT REPORTS
POLICE: No one from the Calhoun County Sheriff’s Department was present to give the monthly report. The stats for the month are as follows: 184 traffic citations, 172 verbal warnings, 13 traffic crashes, 144 arrests, 112 self general complaints, 188 dispatched complaints and 815 property inspections.
FIRE: Chief Smith gave the fire report the month of March, 2010. The stats are as follows: There were 67 calls: 4 fire, 54 rescue & emergency, 5 service calls and 6 good intent calls.

PENNFIELD CHARTER TOWNSHIP RESOLUTION 10-29
(a Resolution amending the Pennfield Charter Township Permit Application)
BE IT RESOLVED, that the Pennfield Township Board hereby amends it current Pennfield Charter Township Permit Application to include a fee of $295.00 for a Interpretation of the Zoning Ordinance request and to include language that would allow Township and/or County officials or agents to enter the property or properties for inspection purposes if an application is made for appearance before the Pennfield Charter Township Planning Commission and/or the Pennfield Township Zoning Board of Appeals.

2. Pennfield Charter Township Resolution #10-30
PENNFIELD CHARTER TOWNSHIP RESOLUTION 10-30
(a Resolution setting the compensation for Township Board Trustees)
BE IT RESOLVED, that the Pennfield Township Board hereby agrees to reduce the compensation for Township Board Trustees from $100.00 per Township Board meeting to $75.00 per Township Board meeting effective April 1, 2010.

3. Approval to hire a temporary employee
It was moved by Trustee Beard and supported by Trustee Bordine-Houseman to hire a temporary employee by the Township Supervisor for the Water/Sewer Department until such time the regular employee in that department is able to return to work from a broken ankle. The rate of pay will be $12.00 per hour and no benefits. Motion carried.

PAYMENT OF BILLS
It was moved by Trustee Beard and supported by Trustee Bordine-Houseman to approve the payment of the monthly bills in the amount of $ 493,282.89 (see Addendum). Motion carried.
CITIZEN/PUBLIC COMMENT
Two citizens spoke: 1) Regarding if Wal-Mart was still planning to build and the status of repairing the railroad tracks on McAllister Road and announcing a Neighborhood Watch Meeting on April 22, 2010 at Grace Community Church. 2) Announcing a paper drive on Saturday, April 24, 2010 at Violet Hinton’s office sponsored by the Pennfield Optimist Club.
TOWNSHIP BOARD COMMENTS
Clerk Case spoke regarding the upcoming May school election. Trustee Beard inquired about the County 911 Dispatch center with regards to the articles in the Battle Creek Enquirer and Supervisor Behnke commented on his inquiries.
ANNOUNCEMENTS MADE BY THE CHAIRPERSON
The next Township Board meeting is scheduled for May 11, 2010. The next recycling weekend is April 24th and 25th.

the meeting a 7:00 pm. Motion carried.

ADDEMDUM A – DEPARTMENT REPORTS
UTILITIES
There were 1,200 meter reads for the month of March, 2010. The stats for the month are as follows: 17 corrective work orders (repair/install meters, radio read boxes, repair wires) and 32 Miss Digs. The monthly bacterial sample came back negative.
ASSESSOR/ZONING
The following was accomplished for the month of March, 2010:
1) All Homestead & Property Transfer Affidavits are current. Eight transfers of property were processed for the month: one new foreclosure, three foreclosure resales and three regular market sales. 2) Conducted organizational meeting with the Board of Review members. The Board of Review had 102 appeals (64 were from Consumers Energy), reviewed appeals with Board of Review members and processed any changes. 3) Prepared documents for the state audit of assessment process 4) Prepared 2010 reports for the County & State
CODE ENFORCEMENT
The following was accomplished for the month of March, 2010: 1) Conducted property inspections for new complaints and did follow up inspections of previous complaints 2) Issued a 3rd offense ticket for an inoperable vehicle. Received 12 complaints for the month of March as follows:
9 – junk, trash and rubbish
2 – inoperable vehicles
1 – Twp. Ordinance – storage of travel trailer

22 permits were issued for the month of March, 2010 as follows:
