MARCH 9, 2010
Supervisor Behnke called the meeting to order at 6:40 pm at the Pennfield Middle School cafeteria. Present were Supervisor Behnke, Clerk Case, Treasurer Phillips,
Trustees Bartlett, Beard, Bordine-Houseman and Ensign. There were seven residents present. Supervisor Behnke led the Pledge of Allegiance.

ADDITIONS/DELETIONS TO AGENDA
There were no additions or deletions to the agenda. It was moved by Trustee Bartlett and supported by Trustee Ensign to accept the agenda as presented. Motion carried.
CONSENT AGENDA
It was moved by Trustee Bartlett and supported by Trustee Ensign to approve the Consent Agenda. Motion carried. The Consent Agenda consists of the following items:

DEPARTMENT REPORTS
POLICE: Lt. Eddy from the Calhoun County Sherriffs Department gave the police report for the month of February, 2010. The stats are as follows: 158 traffic citations, 106 verbal warnings, 21 traffic crashes, 86 arrests, 69 self generated complaints, 180 dispatched complaints and 427 property inspections.
FIRE: Chief Smith gave the fire report for the month of February, 2010. The stats are as follows: There were 47 calls: 2 fire, 36 rescue & emergency, 3 hazardous condition (no fire), 1 service call, 4 good intent calls and 1 false alarm.

NEW BUSINESS
1) Approval of the Courtney Special Use permit request.
It was moved by Trustee Bartlett and supported by Trustee Ensign to approve
the Special Land Use permit submitted by Mr. Dave Courtney and Studio
Motors with the following conditions:
1) All asphalting, as designated in the picture submitted by Studio
Motors, must be completed before any used vehicles can be sold on
the property.
2) Yellow striping shall be required for public parking and one (1)
handicapped parking spot must be properly marked as required by law.
3) One (1) wall/building sign shall be permitted and shall not exceed twelve
(12) square feet.
4) Not to exceed ten (10) used vehicles within the display area (asphalt area)
5) No vehicle repairs shall be permitted on the property
6) No inoperable vehicles shall be stored on the property
7) No vehicle painting shall be permitted on the property
8) Proposed fencing to the rear of the property shall be at least six (6) feet
high and must be constructed of either vinyl or wood.
9) Pennfield Township officials, including but not limited to the Code
Compliance Officer, the Township Supervisor, the Township Zoning
Administrator, the Township Building Inspector, the Township Fire Chief
and the Calhoun County Sheriffs Department, reserve the right to
inspect the property as long as the business operates at 20550 Capital Ave., NE.
10) Must be in full compliance with all building modifications required by the Pennfield Township Building Inspector before the business can open and sell used vehicles (all permits must be finalized by the Township Inspectors before
occupancy can occur)
11) No vehicles shall be parked along the south entranceway to the property.
12) No temporary signage shall be permitted in the road right of way
13) Lighting shall be required and must be contained to the property as much
as possible.

(a Resolution authorizing the Executive Committee to award a contract for a new technical software program for the Water Tower in an amount not to exceed $13,000.00)
BE IT RESOLVED, that the Pennfield Township Board hereby authorizes the Executive Committee to award a contract for a new technical software program (Allen-Bradley RSView Software) replacing the current software program which is proprietary and was originally installation in 1998, and
FURTHER BE IT RESOLVED, that the contract award will not exceed
$ 13,000.00.

(a Resolution awarding a financial audit agreement for FY 2009-10 to Siegfried Crandall, PC in an amount not to exceed $ 10,850.00)
WHEREAS, the Pennfield Township Board is required to conduct a financial audit after the conclusion of each fiscal year, and
WHEREAS, Siegfried Crandall, PC has been Pennfield Townships auditor for over the past 21 years, and
WHEREAS, the Township Board wishes to continue this relationship, so
THEREFORE BE IT REOLVED, that the Pennfield Township Board hereby awards a financial audit agreement for FY 2009-10 to Siegfried Crandall, PC in an amount not to exceed $ 10,850.00.

TOWNSHIP BOARD COMMENTS
Trustee Ensign shared the way his business chooses their auditors. Clerk Case spoke regarding the upcoming May school election and announced that there is now an official write-in candidate. Trustee Bordine-Houseman thanked Supervisor Behnke on his work in brining her up to speed regarding the budget process since she was not in attendance at the workshops. Trustee Beard encouraged everyone to use our website.
ANNOUNCEMENTS MADE BY THE CHAIRPERSON
Supervisor Behnke made the following announcements: Our website is now current with the addition of all new ordinances and encouraged all to view and use. The third Budget Workshop has been completed and a special meeting/ public hearing for the 2010-2011 budget will be scheduled for March 30, 2010 at 6:00 pm at the Pennfield Middle School. The next recycling weekend is March 27th and 28th. The next Township board meeting is scheduled for April 13, 2010. The Township office will be closed Friday, April 2nd for Good Friday.

UTILITIES
There were 1,200 meter reads for the month of February, 2010. The stats for the month are as follows: 8 corrective work orders (repair/install meters, radio read boxes, repair wires) and 10 Miss Digs. The monthly bacterial sample came back negative.
ASSESSOR/ZONING
The following was accomplished for the month of February, 2010: 1) All Homestead and Property Transfer Affidavits are current. Eight transfers of property were processed for the month: Five were regular market sales and 3 were foreclosure related. 2) Prepared & printed 2010 Assessment notices. 3) Attended meeting about new State Tax Commission mini-review requirements. 4) Did miscellaneous phone & in person inquiries about assessments and MBOR appointments. 5) Prepared 2010 Assessment roll.
CODE ENFORCEMENT
The following was accomplished for the month of February, 2010: 1) Conducted property inspections for new complaints and follow up inspections of previous complaints. 2) Attended a Pre-trial for a ticket issued for storage of rubbish 3) Received 5 complaints for the month of February as follows:

Supervisor Behnke made the following announcements: Our website is now current with the addition of all new ordinances and encouraged all to view and use. The third Budget Workshop has been completed and a special meeting/ public hearing for the 2010-2011 budget will be scheduled for March 30, 2010 at 6:00 pm at the Pennfield Middle School. The next recycling weekend is March 27th and 28th. The next Township board meeting is scheduled for April 13, 2010. The Township office will be closed Friday, April 2nd for Good Friday.

ADDENDUM A DEPARTMENT REPORTS
UTILITIES
There were 1,200 meter reads for the month of February, 2010. The stats for the month are as follows: 8 corrective work orders (repair/install meters, radio read boxes, repair wires) and 10 Miss Digs. The monthly bacterial sample came back negative.
ASSESSOR/ZONING
The following was accomplished for the month of February, 2010: 1) All Homestead and Property Transfer Affidavits are current. Eight transfers of property were processed for the month: Five were regular market sales and 3 were foreclosure related. 2) Prepared & printed 2010 Assessment notices. 3) Attended meeting about new State Tax Commission mini-review requirements. 4) Did miscellaneous phone & in person inquiries about assessments and MBOR appointments. 5) Prepared 2010 Assessment roll.
CODE ENFORCEMENT
The following was accomplished for the month of February, 2010: 1) Conducted property inspections for new complaints and follow up inspections of previous complaints. 2) Attended a Pre-trial for a ticket issued for storage of rubbish 3) Received 5 complaints for the month of February as follows:
