REGULAR MEETING MINUTES
FEBRUARY 9, 2010
Supervisor Behnke called the meeting to order at 6:30 pm at the Pennfield Middle School
cafeteria. Present were Supervisor Behnke, Clerk Case, Trustees Bartlett and Beard.
Excused were: Treasurer Phillips, Trustee Bordine-Houseman and Trustee Ensign.
There were two residents present. Supervisor Behnke led the Pledge of Allegiance.

ADDITIONS/DELETIONS TO AGENDA
There were no additions deletions to the agenda. It was moved by Trustee Bartlett and supported by Trustee Beard to accept the agenda as presented. Motion carried.
CONSENT AGENDA
It was moved by Trustee Bartlett and supported by Trustee Beard to approve the
Consent Agenda. Motion carried. The Consent Agenda consists of the following items:

DEPARTMENT REPORTS
POLICE: Lt. Eddy from the Calhoun County Sheriffs Department gave the police report for the month of January, 2010. The stats are as follows: 112 traffic citations, 101 verbal
warnings, 23 traffic crashes, 70 arrests, 56 self generated complaints, 199 dispatched complaints and 662 property inspections.
FIRE: Chief Smith gave the fire report for the month of January, 2010. The stats are as follows: There were 79 calls: 4 fire, 57 rescue & emergency, 4 hazardous condition (no fire), 3 service calls, 7 good intent calls and 4 false alarm calls.

1) Adoption of Pennfield Charter Township Resolution #10-01
PENNFIELD CHARTER TOWNSHIP RESOLUTION 10-01
(a Resolution setting the hourly compensation for members of the Pennfield Township Board of Review)
BE IT RESOLVED, that the Pennfield Township Board hereby sets the hourly compensation for the members of the Pennfield Township Board of review at $ 18.00 per hour (an increase of $ 1.00 per hour), and
FURTHER BE IT REGONIZED, that this is the first increase the Board of Review members have received since May 2003.

2) Adoption of Pennfield Charter Township Resolution #10-02
PENNFIELD CHARTER TOWNSHIP RESOLUTION 10-02
(a Resolution authorizing the Township Supervisor to enter into an agreement with Dixon Engineering for consulting and inspection services as it relates to the proposed outside re-painting of the Pennfield Township Water Tower)
BE IT RESOLVED, that the Pennfield Township Board hereby authorizes the Township Supervisor to enter into an agreement with Dixon Engineering for consulting and inspection services as it relates to the proposed outside re-painting of the Pennfield Township Water Tower at a cost not to exceed $2,999.00.

3) It was moved by Trustee Bartlett and supported by Trustee Beard to give authorization to the Pennfield Township Executive Committee (Supervisor Behnke,
Treasurer Phillips & Clerk Case) to enter into an agreement with an appropriate
renter(s) for the Township rental house located at 20300 Capital Avenue N.E.
Motion carried.

January, 2010 report shows the following balances on hand:

PAYMENT OF BILLS
It was moved by Trustee Bartlett and supported by Trustee Beard to approve the payment of the monthly bills in the amount of $154,778.52 (see Addendum). Motion carried.
CITIZEN/PUBLIC COMMENT
Two residents spoke: 1) Stated that Consumers Power has done a fine job with the power lines on Pine Lake Road. 2) Encouraged the Township Board and residents to attend the Financial Meeting for Pennfield Schools.
TOWNSHIP BOARD COMMENTS
Trustee Beard stated that he attended the first financial meeting for Pennfield Schools and encouraged everyone to attend the second.
ANNOUNCEMENT MADE BY THE CHAIRPERSON
Supervisor Behnke made the following announcements: The next Township Board Meeting is scheduled for March 9, 2010. The next recycling weekend is February 27th and 28th. The Township office will be closed on Monday, February 15th in observance of
Presidents Day. It was moved by Trustee Bartlett and supported by Trustee Beard to
adjourn the meeting at 6:50 pm. Motion carried.

ADDENDUM A DEPARTMENT REPORTS
UTILITIES
There were 1,200 meter reads for the month of January, 2010. The stats for the month are as follows: 5 corrective work orders (repair/install meters, radio read boxes, repair wires) and 16 Miss Digs. The monthly bacterial samples came back negative.
ASSESSOR ZONING
The following was accomplished for the month of January, 2010: All Homestead and Property Transfer Affidavits are current. Five transfers of property were processed for the month: four were new foreclosures and one was a foreclosure transfer. Inspections
of new construction for 2010 assessments were conducted. Miscellaneous phone & in person inquiries were made about assessments and splits. Research was done on description questions. Attended March Board of Review training course.
CODE ENFORCEMENT
The following was accomplished for the month of January, 2010: Conducted property inspections for new complaints and follow up inspections of previous complaints. Issued a ticket for brush and bagged leaves left at the street (Pre-Trial is set for February 5th). Received 10 complaints for the month of January as follows:
6 junk, trash and rubbish
3 inoperable vehicles
1 garbage tote left at street

19 permits were issued for the month of January, 2010 as follows:
