Planning Commission Meeting
Minutes of November 3, 2008
Chairman Lindsay Draime called the Planning Commission meeting to order at 6:31 pm. Members present were Paul Anderson, Jon Bartlett, Jack Pooler, Joseph Weiss, and Elaine Walter. Brad Messenger was absent. A quorum was met.
Others present: Russ Wicklund, Township Planner and Zoning Administrator; Sandra Cummings, recording secretary, a representative of Access Vision, and one resident.
Meeting opened with the Pledge of Allegiance.

Meeting Minutes of September 8, 2008
It was moved by Paul Anderson, seconded by Jon Bartlett to approve the September 8, 2008 meeting minutes. Motion carried.

New Business
A. Capital Improvement Program
Zoning Administrator Russ Wicklund provided a Capital Improvement Program presentation to the board members, including a Program Outline handout (see attached handout). Focus of discussion revolved around the 6-year Capital Improvement Program, which would be developed in draft form by the Planning Commission. Improvements would be based on the potential to implement Pennfield Township’s Master Plan, primarily in areas where improvements are needed to support new development, which includes the Capital Avenue Corridor and the Walmart Store tentatively set to begin development in the spring of 2009.
Beyond the scope of the 6-year plan would be a longer term picture in the form of a 20-year plan. The Planning Commission has a responsibility for involvement in both the

short-term and long-term plans by identifying and organizing potential projects, developing policy decisions, and determining how the projects will be funded.
Major points of interest included the following:
· Wastewater Collection
· Water Supply Extension
· Roads and Bicycle Paths
· Parks and Recreation
· Well-Head Protection
· Impact of the new Pennfield DDA
· Service Roads along the Capital Avenue Corridor
It will be important for the Planning Commission to submit suggestions and outlines to the Township Board Members, so that budgeting can be looked at. The Pennfield Township Engineer, Randy Ramsey, will also have an involvement in determining the needs and feasibility and water and waste water line extension.

Next Planning Commission meeting is scheduled for December 1, 2008
