Planning Commission Meeting
April 2, 2007
Vice Chairman Brad Messenger called the Planning Commission meeting to order at 6:31 p.m.
Present were Vice Chairman Brad Messenger, Jay Weiss, Jon Bartlett and Paul Anderson. Elaine Walters and Lindsay Draime were excused. Bruce Tuck was absent.
Others present: Gary Graber, Zoning Administrator; Representative of Access Vision, Kim Gibson, Ron Hammer and Alice Godde.
Meeting opened with the Pledge of Allegiance.

Meeting Minutes of February 5, 2007
It was moved and seconded by Paul Anderson and Jon Bartlett to approve the February 5, 2007 meeting minutes. Motion carried.
Unfinished Business
It was moved and seconded by Jon Bartlett and Paul Anderson to table Hammer’s special use request until the next planning commission meeting. Motion carried.
It was moved and seconded by Paul Anderson and Jon Bartlett to retain existing status of church’s as a special use in the AG, RR, R1 and R2 districts; add church’s as a special land use in the R3 district; church’s are added as a permitted use in the C1 and C2 district subject to conditions. Also that we add an amendment to section 17.07 that says the applicant shall waive the requirement of location within 500’ of any business with alcohol sales. Motion carried.
New Business
It was moved and seconded by Jon Bartlett and Paul Anderson to return to unfinished business and bring Hammer’s special use request off the table. Motion carried.
It was moved and seconded by Jon Bartlett and Paul Anderson to grant Hammer’s Towing a special use permit to operate a U-haul business at 20496 Capital Avenue NE with the following restrictions: not to exceed ten (10) U-haul vehicles within the 26 parking spot area between the house, the salvage yard and the corner of M-66 and Pennfield Road with 48 hours to rectify any overage. Any truck regardless of size will be counted for two parking spaces; any towable trailer will count as one; any car dolly will count as one and it will apply against not only the 26 parking spots, but will apply against the 250 salvage parking spots. Other restriction is that no U-haul truck shall be parked west of the front line of the building towards M-66 within the 26 parking spot area. Motion carried.

It was moved and seconded by Jon Bartlett and Paul Anderson to adjourn the meeting. Motion carried and meeting was adjourned at 7:57 p.m.
