Meeting Minutes – February 16, 2010
The meeting was called to order at 6:00 pm. Members present were: Rob Behnke, Ernie Lahusky, Jane Leonard, Rex Paschal, Sandy Jones, and Maryann Herbstreith. Al Bobrofsky, JR Walter and Simon terAvest were absent. A quorum of members was met. Also present was Sandra Cummings, Recording Secretary.
Approval of November 23, 2009 Meeting Minutes
Motion was made by Rex Paschal, seconded by Maryanne Herbstreith, to approve the November 23, 2009 DDA Meeting Minutes. Motion carried.
New Business
a) Review and adoption of proposed budget for fiscal year 4/1/10 to 3/31/11.
A discussion was held regarding the proposed DDA budget, which would include Board Members and Recording Secretary’s wages for at least four meetings, in addition to a minimal amount to be set aside for legal fees. The budget would be in the form of a loan from the township’s general fund, until such time that the DDA begins to capture revenues.
It was pointed out that since property values have gone down considerably this year, it would not be a good time to begin capturing DDA funds. The earliest date to begin capturing monies would be 2011. It is hopeful that by that time property values will begin to increase and new development will be seen in the township.
A Motion was made by Rex Paschal, seconded by Ernie Lahusky, to adopt the DDA Budget as presented and recommend that it be made part of the Pennfield Charter Township Special Board Meeting on March 30, 2010. The motion carried.
Citizen Comments
No residents were present at this meeting.
Board Members Comments
The status of the Wal-Mart project was questioned. It was pointed out that the project is still expected to begin this spring, and no notification to the contrary has been given.
Mr. Behnke commented that the township will be applying for grant money to extend sanitary sewer lines and repaint the water tower. He indicated that low-interest loans are being made available to municipalities in the Calhoun County Recovery Zone. Notification should come later in February if Pennfield Township is to receive grant

monies. Also mentioned is the fact that the new Casino located in Emmett Township may be distributing some monies to municipalities located within 5 miles of the Casino, including Pennfield Charter Township.
Mr. Behnke also commented on the progress that the Redstone Group is making on the Green Ridge Condominiums on East Avenue. They have done a nice job of cleaning up some problems, and hopefully they will proceed with adding a few more units in the near future.
Announcements by the Chair
The scheduled meeting of the DDA on March 15, 2010 has been cancelled.
